Parking and Transportation

Where is the designated cruise passenger parking lot?

Cruise passengers are encouraged to park in the designated cruise parking lot at Cedar Grove, located at 1000 Monticello Avenue, Norfolk, VA, just 1.5 miles from the terminal. For added convenience, luggage is checked in at the parking lot and transported directly to the cruise ship. See parking map.

How is the Cedar Grove parking lot secured?

Cedar Grove Parking is a fully fenced lot and is monitored 24/7 by local law enforcement to ensure vehicle safety.

How much does parking cost for cruise passengers?

The parking rate is $15.00 per day for passenger vehicles, including vans up to 15 passengers. Payment is required upon entry and can be made via cash or credit card.

What are the parking lot hours?

On cruise days, the Cedar Grove parking lot opens at 10:00 AM for embarking passengers. Shuttle service to the terminal begins at approximately 10:30 AM.

Is ADA parking and an ADA shuttle service available at Cedar Grove?

Yes. ADA parking is available, along with an ADA-accessible shuttle service with a lift. Disabled passengers are encouraged to use this convenient service. For questions, contact City of Norfolk Parking through Norfolk Cares at 757-664-6510.

Is reserved parking available?

No, reserved parking is not available; however, ample parking is provided.

What forms of payment are accepted?

Parking fees must be paid upon entry to the lot.

Where is the Cruise Norfolk terminal located?

The Half Moone Cruise Terminal is located at 1 Waterside Drive, Downtown Norfolk. It is accessible by car, light rail, Amtrak, and shuttle bus and is within walking distance of downtown hotels.

How do I get to the Cruise Norfolk Terminal?

Passengers may take the shuttle service from the Cedar Grove parking lot or be dropped off by taxi/Uber/Lyft.

How close is the nearest airport?

Norfolk International Airport (ORF) is 10.8 miles from the Half Moone Cruise Terminal. Learn more about direct and connecting flights at ORF here. Rental car services are available at the airport.

Is there a shuttle service from the parking lot to the terminal?

Yes. All passengers who park at Cedar Grove or arrive via taxi/Uber at Cedar Grove may use the complimentary shuttle service to and from the terminal. Luggage can be checked in at the parking lot for direct transport to the cruise ship. Passengers may also be dropped off at Cedar Grove to ride the shuttle to the terminal.

Where is the designated taxi/Uber drop-off at Cruise Norfolk?

Personal vehicles and for-hire services (Uber, Lyft, taxis, etc.) may drop off passengers on Waterside Drive just past the terminal, in front of Town Point Park. Look for designated drop-off signs. No personal vehicles or vans will be allowed into the bus/shuttle lane in front of the terminal.

Are there rental car agencies at Cruise Norfolk’s Terminal?

No. There are no on-site car rental agencies at Cruise Norfolk. However, rental agencies are available at Norfolk International Airport and nearby locations such as Enterprise Rent-A-Car.

A highlight of the Cruise Norfolk terminal is its shared campus with the historic USS Wisconsin and the state-of-the-art Maritime Discovery Center, Nauticus. Cruise passengers receive Buy One, Get One Free admission to Nauticus, available for purchase online or onsite.

Embarkation and Disembarkation

Embarkation – What to Expect

Passengers arriving at Cruise Norfolk via Cedar Grove parking lot shuttle or drop-off will be directed by staff to the terminal entrance. Luggage will be checked at either:

  • Cedar Grove Parking Lot (before shuttle transfer)
  • Onsite by porters at the terminal

Passengers should refer to their cruise line’s guidelines for scheduled check-in times.

Disembarkation – What To Expect

Upon returning from the cruise:

Returning passengers will be directed to awaiting coaches, taxis, limousines, or the parking lot shuttle.

Passengers will be directed to the baggage hall, where luggage will be organized by porters.

After retrieving luggage, passengers must proceed past customs for declaration processing.

Luggage Drop-Off and Storage

Where do I drop off luggage?

  • Passengers arriving by private car: Park at Cedar Grove Parking Lot, where luggage is checked in before boarding the shuttle to the terminal. Luggage will be placed directly onto the ship making for a smooth check-in process.
  • Passengers arriving via taxi/Uber/Lyft: Luggage may be checked in with porters at the terminal.

Is luggage storage available at the terminal?

No. There are currently no storage lockers available at the terminal for passengers.
